Contao Captcha for 4.9.x

Implements the latest captcha ([contao/contao#6870](https://github.com/contao/contao/pull/6870)) functionality into old installations running Contao 4.9.x.

If you are using any plugin that overrides the form\_captcha.html5, make sure to create the `form_captcha.html5` within /templates from this plugin to make it override the other template.
