Please note that if you send a Sisow `TransactionRequest` with a empty `issuerid` Sisow will not return a `trxid` in the `transactionrequest` XML response message. So if the Sisow transaction IDs are empty you probably left the `issuerid` empty in the `TransactionRequest` message.
