**Layer 0 — Foundation**

Internationalisation and language negotiation for Waaseyaa applications.

Provides `Language`, `LanguageManager`, and negotiators (`AcceptHeaderNegotiator`, `UrlPrefixNegotiator`) used by the SSR page handler to resolve the active language from HTTP requests. Designed for multi-lingual content delivery.
