A meta-package that requires all Layer 0 (Foundation) and Layer 1 (Core Data) packages: `foundation`, `cache`, `plugin`, `entity`, `entity-storage`, `access`, `user`, `config`, `field`, `database-legacy`, `typed-data`, `validation`, and related infrastructure.
