Vortos Alerts — agnostic notifier port, severity routing, dedupe/flap-damper, escalation + on-call, HMAC-signed acknowledgements, and time-boxed maintenance silences. In-core Slack/Telegram/webhook drivers (plain HTTP), SES via vortos-aws-ses. Alert rules are declared config validated at deploy:doctor time.
