Add OpenAI to Simple Editor

A recipe to manage default OpenAI button and plugin settings for the Simple Editor with CKEditor 5.

Add the recipe using composer:

```
composer require vardot/add-openai-to-simple-editor:~1.0

```

Change directory to `/web` or `/docroot`

Run the Drupal recipe bash script:

```
php core/scripts/drupal recipe recipes/contrib/add-openai-to-simple-editor

```
