Ride: CLI Setup

Installer hook to setup the Ride CLI through the [Composer](http://getcomposer.org) dependency manager.

When installed/updated through composer, this script will:

- make sure *application* exists
- copy *vendor/ride/cli/src/cli.php* to *application/cli.php*
