A Repo that will be utilized as the core Upstream for Pantheon-hosted websites.

This holds all of Drupal Core + Contributed Modules & Themes that are highly recommended and best to utilize and use for Drupal sites.

This should be included in Pantheon's Upstream Configuration's composer.json.
