Helper for Contao 4 Open Source CMS

The following functions are added by this bundle:

- New "Start- / Stop-Wrapper" Content-Element
- Adds an insert tag to receive GET-Paremters `{{get::*}}`
- Overwrites the mod\_article template and inserts an inner wrapper (the default wrapper remains available via the template "mod\_article\_default")
