(Laravel) Package Init Command

Create a (Laravel) Composer package via cli.

Features:

- Same as `composer init`
- Add different authors (name, email, homepage)
- Add licence file
- Add optional Configuration, Migrations, Routes, View and Language Files for Laravel package
