Shared contracts and immutable data structures for Elqora security scanning.

This package defines the boundary between security scanners and consumers such as the installer, UI, CLI, AI integrations, and external tooling.

It does not contain scanner implementations, parser integrations, host policy decisions, package signature verification, or installation enforcement.
