Elephox Clock Module

This module is used by [Elephox](https://github.com/elephox-dev/framework) to provide a common and mockable clock interface. This implements [PSR-20](https://github.com/php-fig/fig-standards/blob/master/proposed/clock.md), which is currently in the draft state. Therefore, this module is not yet ready for production use.
