Typo3 lagoon logs

Provides Lagoon Log integration for Typo3.

This package simple provides a new [LogWriter](https://docs.typo3.org/m/typo3/reference-coreapi/main/en-us/ApiOverview/Logging/Writers/Index.html) (implementing `TYPO3\CMS\Core\Log\Writer\WriterInterface`). This can be added in the usual way to the logging stack as [described in the docs](https://docs.typo3.org/m/typo3/reference-coreapi/main/en-us/ApiOverview/Logging/Configuration/Index.html).
