[Monolog](https://github.com/Seldaek/monolog) handler that replicates the behavior of the [MediaWiki](https://www.mediawiki.org/wiki/MediaWiki)wfErrorLog() logging system. Log output can be directed to a local file, a PHP stream, or a udp2log server.
