Handled all **hrefs** from Balpom\\Href\\HrefCollectionInterface () or PSR-13 Psr\\Link\\EvolvableLinkProviderInterface () by used defined algorithm and returns handling result in Balpom\\Href\\HrefCollectionInterface.

Also has some ready to use handlers.
