Битриксовый компонент для добавления статических областей на сайт

Компонент позволяет контент-менеджеру менять содержимое html-блоков с помощью встроенных средств «1С-Битрикса» не ломая при этом вёрстку.

Реализованно с помощью создания собственных параметров компонента для каждого шаблона в `.parameters.php`.

Идея позаимствована у [Антона Долганина](http://blog.d-it.ru/dev/few-amenities-in-the-integration-of-the-html-blocks-on-the-website/).
